Investors began 2026 expecting multiple rate cuts, which tend to juice capital markets and spur dealmaking activity. But on 28 February things changed quickly after joint US-Israeli attacks on Iran largely curtailed traffic through the Strait of Hormuz, the vital Middle East waterway where some 20% of the world’s oil transited before the conflict began.

Several factors weighed heavily on the decision to raise rates. The average nationwide gas price now is $4.36 compared to $3.18 a year ago, per AAA, and the average diesel price of $6.31 is a record. The decision to stand pat at the start of Warsh’s tenure came despite increasing calls for a hike as inflation remains solidly above the Fed’s 2% target. Those calls became too loud to ignore, prompting the first rate hike since August 2023.

But Playtech has claimed that the Spectrum report, which is now publicly available, was unable “to confirm or refute” some of Black Cube’s claims, “as Evolution failed to provide Spectrum with significant information it had requested”.

Evolution declined to provide a comment on the update.

Notably, Spectrum said within its report that it did not believe Evolution had engaged in any illegal practices. It also refuted allegations concerning cash payments and the use of Evolution’s games in sanctioned countries.

A systemic policy cooperation mechanism is expected, targeting youth gambling prevention and student safeguarding. Rather than implementing short-term campaigns, the focus will be on embedding gambling prevention into everyday school routines. 

It will include combining restrictions on smartphone use with engaging RAS activities to effectively block and fill the time students might otherwise spend being exposed to gambling content.

At the signing ceremony, Gyeonggi education chief An Min-seok emphasised the immediacy of the issue: “To effectively respond to youth gambling problems, close cooperation between the Office of Education, which best understands the school environment, and specialised prevention and treatment institutions is necessary.
